Generally speaking, no. There are free apps, some of which are free because they show ads, and there are others that require a subscription. Just be careful when signing into apps, such as Netflix, that have both a "Join now" and a "Sign in" button -- clicking "Join now" (the default!) will set up a new subscription that will get billed to your Rogers account.
