Outlook 365 works without an App PW. Some people have reported that the latest version of the purchased App Outlook also now works without an App PW (although that probably needs a bit more confirmation). See recent posts in the following thread (and this thread a few posts up):

Yep, as discussed in one of these threads there are currently many Outlook variations, which can be very confusing. Apps, Subscriptions, Free web-based with ads, "new"/"legacy" Mac & PC versions of each, etc.
What works? Free Web-based with ads, MS365 Outlook subscription "new" as well as the latest Thunderbird for PC.
You can toggle between legacy and new. See also the following link:
(I am no expert at this, but I do remember .pst files since I stored them as backups many (20-30) years ago on my work PC via CDs, before I began backing up my entire computer). I run a Mac Mini M2 E10 at home which has time machine backups for all my files. Since I've been retired 18 years, I haven't had anything to do with PCs for quite a while.

As explained by @Avid- a couple of posts up, and what I have tried to say also, is that not all "new" Outlooks are web-based.
I am running: Microsoft® Outlook for Mac, Version 16.83.3, License: Microsoft 365 Subscription.
It will operate (offline) without an Internet connection. I can see all the IMAP'ed Folders (mirroring Webmail) without Ethernet or WiFi, as well as the "On my computer" files which are the ones previous to switching to "new".
For example, when I don't have Ethernet or WiFi, I can open Outlook, create a new e-mail and hit "send". The e-mail will go into the "Outbox" and stay there until I connect Ethernet or WiFi and click "Sync". This indicates to me that my Outlook e-mails are not only on the Web. Although the layout is different, my Outlook functions the same way as the "old" Outlook did. Macs do perform differently from PCs and the files are stored differently as well.

I want ONE place where I can check ALL of my email accounts and be able to see old emails while offline. This USED to be Outlook until Rogers burned their app password generator and refused to fix it.
1. I do not believe it is simply a cache, because I can see hundred of e-mails when Offline. I have multiple e-mail accounts also, which I can also see offline. I don't believe we're talking about the same Outlook version. Are you paying $79/year plus taxes? If not, then there's your answer.
2. When I talk about toggling, it's a simple click on Outlook which switches me between Legacy and New Outlook versions. All of my e-mails and e-mail accounts are still in the same Outlook, although the layout looks different.
Again, I believe we're talking at cross purposes.
